Is there a way to throttle WFMailer to stay below the Office365 limit of 30 per minute?

We had a network hiccup that caused outbound workflow notification e-mails to stop being sent and this went unnoticed for a couple of days.  Simply bouncing the WFMailer got it working again, but we had a huge backlog of unsent mail to send and the WFMailer sent as fast as it could which seems to be the only option.  The problem is that we have successfully migrated to using the Office365 cloud e-mail and when the WFMailer tried to send more than 30 e-mails in one minute the Microsoft SMTP server closed the connection with this error:
