All users affected when Chartfield Security is activated by User ID security method

I am testing Chartfield Security in 9.2 PUM 24 environment.  I am using the 'User ID' Security Method;'Grant Access' for When user has partial access; and I am securing the Department id only for General Ledger product.

I defined a Security Rule and add a range of department id values; also associate the test user to the definition.

When I attempt to enter a journal via the test user I am able to view only the range of department specified in the Security Rule.  This result is as expected.

My issue is when I attempt to enter journals with other user ids I am not able to view any department ids.  That is, the drop down list for Department ids from the journal entry page is empty.
