Unable to deploy Tuxedo 12.1.3.0.0 RP100 on a Windows Server

I'm trying to deploy Tuxedo 12.1.3.0.0 PR 100 on a Windows Server to patch a security vulnerability listed in Oracle Security Alert for CVE-2017-10269.

I am following this procedure as described in the readme file:

-copy the patch on my server

-open a command prompt and change the directory this the location where the patch was copied

- run this command:set OPATCH_PLATFORM_ID=233
- run this command: ORACLE_HOME%\OPatch\opatch.bat apply 26694193.zip

I am getting the following error:

[Nov 21, 2017 2:17:42 PM]    [ Error during Prerequisite for apply phase ] Detail:  OUI-67074:ApplySession failed during prerequisite checks: oracle.opatch.OPatchException: OPatch expects unique patch ID (UPI) or temporariy unquite patch ID (TUPI) to be defined for a patch. Please use OPack to re-package the patch "26694193" with UPI.
