What is the difference between EOAW_COMMENT and EOAW_HIS_COMM tables?

We understand that the EOAW_COMMENT AE process needs to be run during a PeopleSoft 9.2 upgrade.  We are trying to understand what the difference is between these two tables.  When running the AE process in a test region, the number of rows populated in the 2 tables were different, which was unexpected. But then we realized we didn't know what to expect because we can't find documentation on the differences between the two tables.
