JAXB parsing error after OAM server is in RUNNING MODE

I am getting <oracle.as.config.persistence.jaxb.JAXBXmlPersistenceManagerImpl> <J2EE JMX-47001> <A JAXB error occurred during unmarshalling> for Admin and managed servers after the server is in Running mode  in OAM domain.

Caused By: org.xml.sax.SAXParseException; lineNumber: 524; columnNumber: 79; XML document structures must start and end within the same entity

OAM 11.1.2.3

DB 12.1.0.2.0  RAC /PDB

when connected to non RAC & Container DB , there is no JAXB parsing errors observed, please advise

NOTE: this is a fresh install including DB
