Is there anyway to limit which invoices each collector sees in Advanced Collections?

We have collecting agents in various regions. Each agent should only be able to view invoices assigned to their regions. Is there anyway to accomplish this?

We are exploring Territories as a possibility, but it doesn't look like territories actually limit Collecting Agents access.

We only have one Operating Unit. Invoices come from Oracle Projects.
