After upgrading demo from 8.53 to 8.56.04 all users that don't have PS Administrator roll got a Home

After upgrading demo from 8.53 to 8.56.04 all users that don't have PS Administrator roll got a Homepage error that was resolved by following Bug 2043759.1  However, these users have no NavBar.  Should they not see a NavBar?  Tried to Configure one but appears to not let me.
