FSCM upgrade from 9.1 to 9.2 with tools 8.54

Quick help on FSCM 9.2 upgrade ,

FS PeopleTools is currently on 8.54.19. we do not have any plans to do PeopleTools upgrade. But for FS 9.2.019, oracle mentioned PeopleTools certified path is 8.55.xx or higher. Does this mean twe need to plan tools upgrade? Or is there lower version of 9.2 available with tools 8.54?

dose this work in this way ,, use CA 8.55 to create the upgrade package and then load in 8.54 Ca for Application upgrade
