Customer wants an ER (idea) logged to allow GST tax to be included in the write off of receipt accru

Customer is trying to log an Idea in this community , however they are receiving an error  after clicking on "Publish", I got an error - "You are not allowed to create or update this content".

I'm a support engineer and I also receive the same error trying to Publish an Idea in this community
