Withhold to Send - translates for fields

On the WTHD_TO_SEND table are the fields SEND_STATUS and ACTIVE_STATUS.  What is the functionality of these two fields and what are the translates for the SEND_STATUS fields?  There are no translates listed for the field in App Designer.
