how to set up webprofile HELP URL for CS 9.2 PI07

I have utilized the document:

Enabling the Help Link from the Application Pages document which has update content for CS 9.2 PI07 and the original document date is February 2015; however I find in the current document an entry for CS 9.2 PI07 level help entry.

Per the document:

To enable the Help link from application pages and implement Universal Linking:

1. In your PeopleSoft application, select PeopleTools, Web Profile, Web Profile Configuration.

2. Click Search and select the profile name that you specified during your PeopleSoft Pure Internet Architecture installation.

3. Change the value for the Help URL field by entering the following URL format:

Howdy, Stranger!
