Enhancement request 26288638 : User shouldn't need Portal Administrator Role to create Activity Gui

It was suggested that I put this out to the community to add weight to this request.

We would prefer to not give Portal Administrator access to people needing to create an activity guide.  If Oracle needs to hard code a role for this, there is the PTAI Administrator role that could be used.
