my HCM 9.2 (PI 23) PT8.55.19 - Intermittent error for "92340" to PTNUI_LAND_REC.PORTAL_SEQ_NUM faile

On my test env which is HCM 9.2 PI 23, PT 8.55.19, Oracle 12c, is intermittently giving me this error message when I login:
