when do we need to start Web Services OUT Agent

Hi

Could you please share me your advice on the following question.

under what condition,we need to start Web Services OUT Agent?

we knew that Web Services OUT Agent is used to proceed the message in WF_WS_JMS_OUT.

seems that if we use web service in workflow,then we need to start Web Services OUT Agent

Is the understanding correct? if yes,could you please let me know how we can know if

we use web service or not?
