Launching WF Builder Fails with 'Error Accessing System Registry"

I've just installed WF Builder 2.6.3.5 on a new Windows 7 laptop but cannot get it to launch.  I did set the Compatibility mode on install executible so it did install.  But when launching it gives this error.  I tried setting the compatibility mode on the wfbldr.exe as well, but it didn't matter.  What am I missing?
