ORA-00911 while running Data Mover's CHANGE_ACCESS_PASSWORD

Our database refresh process has not changed significantly over the years, but we seem to be having more consistent trouble changing our Access ID’s (SYSADM) password. Has anyone else experienced something similar? Does anyone have an explanation, workaround, or fix to the issue?

I don’t believe we’ve seen this yet while directly changing our production password, but the error we get while refreshing a lower environment and running Data Mover’s “CHANGE_ACCESS_PASSWORD SYSADM1 Pswd8Chr” is:
