Orderable, Non-Inventory Item

In v15 RMS, I am able to create & approve an item with the following setup:

Inventory = N

Sellable = Y

Orderable = Y

RMS then lets me create & approve an order with this item but can't receive it; so what is the functional reason why RMS allows this setup on an item? Or is this a bug?
