Creation of Run Control ID - for another user

Dear All

We are using PSFSCM 9-2 PT 8.53 with no image update. Kindly guide how to create specif run control ID for a specific user without using his credential.

Is it possible to create a run control ID from VP1/administrative privilege to create a run control ID for another ID, i.e. not after login/password with that particular ID. e.g. Creating a run control ID for Mr. A with VP1/Admin privilege and not by login into system with Mr. A ID.
