WF Mailer Notification has attachment of other operating unit PO

Issue happening in Oracle 12.2.6, When user (from OU = 102) rejects/approves the PR then he gets email (with attachment notes from 102 as well as 1 attachment from other OU (ie 103)).

We cannot reproduce the issue, found bug# 23321246 - any other users facing the issue?
