PPLTOOLS 8.55 DPK -cleanup on windows 10 - database failing

I'm trying to get rid of HCM 9.2 PUM 21 and it's failing on cleaning up the database. Below is the log file. I'm not sure what to do now to get rid of it. Should I follow doc 2117053.1, manual cleanup process, or is there an easier way? Any suggestions would be appreciated.
