App Designer Fails to Create Change Package - Failed to load JVM

We are attempting to create a custom change package using App Designer.  We are on PTools release 8.54.33.  The project we are using for the change package has a file reference definition to a custom sqr.  We get the below error when running the "Create Change Package utility":

Failed to load JVM

We do have Java installed on the host machine.  the host machine is running Windows Server 2008 R-2 Enterprise Service Pack 1.  Java installed is Version 7 Update 151.  Database is Oracle 12c.  Tools is PTools 8.54.33.

Has anyone experienced this issue?  Any ideas on how to resolve?
