task manger export once re-imported shifts the start and end times back 5 hours

Here is the complete Description.

Tasks are represented in the Close Manager, exports and task list as different times, irrespective of the time zone settings. I have attached several screenshots to describe the issue in sequence:
1 - The Close Manager displays a start time for each task as 2:30AM CST and end time of 11:00AM CST
2 - The export from Close Manager shows the same start and end times
3 - Re-importing exactly that export (untouched) shifts the start and end times back 5 hours to 9:30PM CST and 6:00AM CST respectively.
4 - Following the import, the task list shows end times that correspond to the original times from steps 1 and 2
