Fix Query to Excel kicking user out of PIA without clearing caches?

Users have suddenly (no patches to tools or app applied) started to experience an issue similar to DOC 2304500.1 (see below)

If you go to Query Viewer or Manager, and in the result set click to run to HTML or Excel user gets kicked out, if there are query criteria user gets to that page then on clicking view results gets kicked out.

If you open query in query manager and run from run tab is fine and you can download to Excel, users aren't given manager just viewer to limit inadvertent changes.

If there is a query to a Pivot Grid you can use the Export data - not every query has a pivot grid option as PG don't play nicely with queries using unions or expressions.
