Function not available for this responsibility when accessing TDS Tax

I am in 12.1.3. I am trying to access TDS Tax via Tools -> TDS Tax details in AP invoice workbench. It does not open the form and it error out  "Function not available for this responsibility..." Anybody know how to enable or is this functionality not available in 12.1.3?
