Claims Process accounting for AP Credit memo

For an AP invoice claims process recovery the balances are moved from interim recovery account to recovery account (Cr - interim recovery, Dr - Recovery).

However, upon AP credit memo claims process recovery, the tax liability account is hit instead of the recovery account (Dr - interim recovery, Cr - Tax liability)

Is this a bug or intended functionality? The problem is that the Recovery account balances is not systematically corrected due to above accounting entries. A manual reclass is required between Recovery and Tax liability.
