Best Practice for Fluid Homepages and Tiles

Hi all,

I am looking for any best practices regarding Fluid homepages and tiles. We are currently going to PT 8.56 and Image 26. Our approach is to implement Fluid Navigation (homepages, tiles, NavBar) and are debating how much we will allow users to personalize their own homepages and tiles. We see benefit in allowing all users to do so to ease their user experience, but also see a potential maintenance/support/troubleshooting nightmare.

I would appreciate any input on the following, or any other points that could be helpful.

What types of users do you allow to personalize home pages?

What types of users do you allow to create tiles via Tile Wizard?
