Issue applying package - 2nd initial pass and it wants to delete objects.

For HR I created a package for Tax Update 18-A in PUM025.  I applied it to DB1 - initial pass.  All went well, repackaged at the end.  Now I'm doing an Initial Pass to DB2 and it wants to delete a bunch of objects that were Same/Same in DB1.  It's like if they were the same, it didn't bother to extract the objects from DB1 but left the definition in the project so now after the compare it wants to delete.

I've done this process several times before and haven't noticed this issue - maybe I just got lucky.  But my co-worker did the same for Finance and had the issue - had to find missing objects and copy them back in.  So I was watching close for it this time.
