Restart OAM after adding updatingoamkeystore

When adding a new key to the oamkeystore (11GR2PS3) do we need to restart OAM (admin and managed servers) for the new key to be available for OAM's Federation services?  Does OAM detect changes on the keystore or periodically refreshes its keys?
