Unable to deploy Peoplesoft Listener. Has anyone encountered the error: No application files exist.

I am trying to deploy the Peoplsoft listener on an OIM server but am getting Deployer error # 149003. "Unable to access application source information in '<path to listener>' for application 'PeopleSoftOIMLisener'. The specific error is: No application files exist'. The PeopleSoftOIMListener.ear file is in $OIM_HOM/server/ConnectorDefaultDirectory/PSFT_UM-11.1.1.6.0/listener as the documentation specifies. Please help if you have encountered this before.
