Can we call the Approval Needed dialog box in a new modify action type

I have developed a new action called "Submit & Return" which is used to call a web-service for Submit action and then return to destination(in my case it is the opportunity page of salesforce).

I would like to have the Approval Needed dialog box pop up when i click on the "Submit & Return" button similar to what we have when a user clicks on the default Submit action of bigmachines.

The Reps should be able to enter the comments in this dialog box.Please provide some suggestions
