Oracle Seeded Algorithm and Identity Credentials

in Identity Management (MOSC) Question

In EBS, user identity credentials are encrypted at point of entry into the database through the application form using through Oracle's seeded algorithms.  From a network perspective, is the Password encrypted all the way from the browser or only upon committal to the database. Do I need to deploy OAM instead of EBS SSO to ensure that user credentials are separated and encrypted end to end if I do not intend encrypting the transactional data?
