1099 Misc forms - PeopleSoft 9.2

We have run into an issue with the format of the BI publisher report (APX1099) which creates the 1099 Misc forms for mailing.  The delivered format has the instructions at the top of the page and the 1099 form/data at the bottom.  This prevents us from using an automated folding and envelope stuffing machine.  We had to do manually which took a lot of time.  Has anyone else had this issue??  If so did you make a change??  Or is there another BI publisher format available??
