GMSWF is erroring out. Need info on WF

We are in EBS Rel 12.2.5 and recently GMSWF workflow failed with error given below. ,

We need information to understand how this workflow gets launched (  "Enable Workflow for Budgets" under award management is not checked)  and any documentation to further our understanding.
