Assign Resource through script in oim

Hi

we have a new target system connected to OIM through an OOB connector. we have a CSV extract of Users, values and entitlements from the target system.

Is there a way we can assign this target system to the related OIM users through SQL query or a similar alternative way instead of running standard target reconciliation scheduler.
