Selective Adoption - Peoplesoft 9.2 Image 16 & Tools 8.54.16

We are planning to do Selective Adoption (Functional and Technical changes) from Peoplesoft 9.2 Image 25 and Tools 8.55 into Peoplesoft 9.2 Image 16 & Tools 8.54.16; Please confirm the selective adoption is only for Functional modules, can we also like to bring tools related changes.

Please point me to the links or documentation, if possible on this subject.
