Lockbox Item References are loading as Summary and not Detail

I am trying to apply payments via DTL_TLR algorithm which requires Detail item references. My lockbox file has the Item ID and Pay Amount (Item ID in 007 record and Pay amount in 008 record). But all references are being loaded as 'Summary' in PAYMENT table (REF_LEVEL). Coz of this none of the payments are being applied by Payment Predictor. What am i missing?
