PERSON_BASIC_FULLSYNC

We have HCM and CRM (HR Help Desk).  We recently refreshed our PSFT_HR node with copy of production with scramlbed employee data.  In the past, I've always re-sync HRHD with the PSFT_HR node.  I've selected a hundred employees and ran the Full Publish from PSFT_HR to PSFT_CR.  It always works.  But what I'm observing this time is that the Names, Addresses, Pers_nid record is not in the message payload.  I only see email addressess.  When I query PS_BO_NAME on the PSFT_CR node, all I see is "MissingName,MissingName" where a name should be.  When I inspect and compare PERSON_BASIC_SYNC and PERSON_BASIC_FULLSYNC,
