Permission List's Web Services Not Displaying REST Services

The Permission List's Web Services does not display REST Services.  The PSWSDEFN_VW view, which is used to determine which Web Services can be selected, prevents the REST Services from displaying.  The following SQL is behind this view.   The IB_REST_SERVICE equal to 1 is a Rest Web Service.

The Permission list was added to the Service Operation's routings web service access (which is shown below).  This security is usually migrated to production by migrating the permission list.  Since we can not add this REST Service to the Permission List Web Services, we will have to manually update the security as it is migrated.
