ELM 9.2 Learning Home Dashboard - missing pagelets

Two very important pagelets are missing in our Learning Home page in Production. Pending Approval and Manager Quick Links. I can select them in PeopleTools > Portal > Dashboard and make them Required and fixed. However, when a Manager logs in those two are not visible. When they then go to the Content link, they are not able to select those either. I have checked on security, the manager have the appropriate permission lists LMLELM1300 AND LMLELM1350 respectively.

I don't know where else to look now. Any suggestions are very appreciated. I have attached screenshots.
