Any reference on when SUSP_RECON_STATUS is set to blank in JRNL_HEADER?

In Peoplebooks, there is no mention of a blank SUSP_RECON_STATUS option.  Anyone has any reference when it is set to blank?  Some posted journals in our testing environment have SUSP_RECON_STATUS blank and some having 0.  Thanks.
