OFI: Third Party Registration Mandatory

We would like to prevent business in performing any transactions (SO,P0,AR & AP) for suppliers/customers if Oracle Financials for India-Third Party Registration is not done

As per Oracle standard functionality we get warning but user can continue to process/create the transactions. Please advise how we can prevent the transaction without third party registration number. If functionally not possible is form personalization an approach ?

Further please suggest the approach taken for foreign supplier and customer who don't GST/PAN number. Do we need to register foreign supplier/customer as 'Not Applicable' to prevent warning ?
