How do you configure the WADL_NODE?

We have a Consumer POST Rest Web Service with outbound routing from PSFT_HR to WADL_NODE.  The routing has Basic Authentication and is being published from our PeopleSoft System to a third-party System, Service Now.  The Service Operation contains a HTTPS REST Base URL.  We are on PT8.55.  Howe do we configure the WADL_NODE?
