How do you encrypt Consumer Rest Services?

We have three new Consumer Rest Web Services (using PUT and POST) with outbound routing from PSFT_HR to WADL_NODE.  The routings have Basic Authentication and is being published from our PeopleSoft System to a third-party System, Service Now.    The REST Base URL on the Service Operation is HTTPS. We are on PT8.55.  Would the data in the Request and Response Message be encrypted?  If not, how would we encrypt the data?

Would encryption require the configuration of the Service Configuration’s Secure REST Target Location?
