IBM Security Identity Adapter 7.1.8 for PeopleTools adaptor - getting error

Following Doc to use the  IBM Security Identity Adapter 7.1.8 for PeopleTools adaptor and getting error:

2018-02-28 13:28:20,493 DEBUG [server] - CTGDIS802I Getting reconnect choice for connector class = class com.ibm.di.connector.PeopleSoftConnector, connector name = conTestConnection, error = com.ibm.di.connector.Exception.ComponentInterfaceException: Unable to get the Component Interface. ENROLE_USERS. No matching rule found. Using default action - error. 

The Peoplesoft Project ENROLE_USERS was copied into App Designer, Built the PeopleSoft API's and complied the Java Files created and created the CompIntfc.jar  file, also followed the instructions for the psjoa.jar file and    psft.jar file
