Mass Maintenance Update Field

When we create our search criteria to look for vouchers eligible for field replacement we are looking for vouchers not posted and wanting to update the accounting date to move into the next month.  We have a validation query to compare what pulls into mass maintenance to what is showing from the voucher table as not posted.  The difference we are finding in the comparison is vouchers in a control group with an assigned status and vouchers with an error budget check status are not pulling into mass maintenance.  I have found on Oracle support a bug 27742885 which is an enhancement request to include vouchers in a verified control group and I see that is one of the conditions for not pulling into the mass maintenance, however I do not see vouchers in a control group with a status of assigned should not be included.  Does anyone have any knowledge on why these two types of conditions are not pulling in as vouchers available?
