in Identity Management (MOSC) Question

Hi experts. I have a question, from where PR client takes idiom to display to user? We have some Windows box in spanish, and ALMOST everything displays good, except some labels like quiestion and answer. Windows is installed in Spanish, but I do not know if another item in the SO makes client to take some labels from somewhere else.
