OIM 12 can not create Access Policies

Hi all, I have a fresh OIM 12 installation with a AD connector actually working, rest of product is ootb. It was installed using quick installation and no errors where thrown at setup stage.

It appears that most functions work fine, but when I try to create an access policy, when submitting last screen I get a message saying that conctact administrator.

In some part of log says that user xelsysadm is not found for jazn.com, I followed solution to 11g PS2 changing default to OIM on Enterprise Manager, but still the same (deleted cache, data, tmp and restarted both soa and oim server, also admin server).
