bi publisher office add-in not working for all users

server 2012 r2

office professional plus 2010 64 bit

bipublisher 64 bit

The add-in is working just fine for the account that installed publisher but other accounts (even with admin privileges) the publisher ribbon won't show up.

Any ideas?
