HCM 9.2 PUM 23 PeopleTools 8.56 Cannot get access to Activity Guide Composer.

Hi we are upgrading to Tools 8.56.01 and want to look at implementing the Onboarding Activity. We cant seem to gain access to the Activity Guide Composer in SetUp HCM> Common Definitions>Activity Guide Composer. We can't find a permission list on the Folder Security tab for AGC in Portal>Structure and Content. I cant find any Role or permission list mentioned in PeopleBooks under the Manage Activity Guides sections.

I'm sure I'm overlooking something simple but would be thankful if someone could give me advice on how to access that component.
