HCM Queries did not run from a Recurrence when the Start Request Date was changed

Currently we operate on PeopleTools Version 8.55.21 in HCM, PeopleSoft Version 9.2 PUM Image # 19

Two scheduled queries did not run from a Recurrence when the start Request Date was changed into the future.

The run date entered into the Recurrence was a future date that matched the exact date the queued process where to begin.

The recurrence I was trying to use was a custom recurrence 1st Month 07.30 : with the checkbox "Do not schedule any processes missed from the recurrence pattern" selected.

I adjusted the Start Request Date to be 01/03/2018, but the existing queries scheduled using this recurrence did not run on the 01/03/2018
